中国油气资源开发生态补偿制度建设与思考--以陕西省为例
Construction and Consideration of Ecological Compensation System for Oil and Gas Resources Development in China-Taking Shaanxi Province as an Example

Abstract
The exploitation of oil and gas resources has caused a series of damage to the atmosphere, water, soil and ecological environment. It is very important to carry out ecological compensation in the areas with oil and gas resources. At present, the national ecological compensation system has not yet been mature. The ecological compensation system for mineral resources including oil and gas resources is at the stage of collecting the deposit for the mine environment restoration, and the other components of ecological compensation cost have obvious regional characteristics. Taking Shaanxi Province as an example, there are many problems in the ecological compensation system of oil and gas resources, such as numerous charge, unclear system, lack of comprehensive concept and decentralization of management. To solve these problems, we should integrate the ecological compensation fee, change the nature of the ecological compensation charges from administrative fee to civil fee;establish a comprehensive compensation concept and break the current division by departments and industries, to form a cross-sectoral coordination mechanism.关键词
