Abstract
In the reform of science and technology management, our country has experienced three stages. The ifrst is science and technology (R&D) management as the government plays a major role. The second is management innovation as market plays a basic role. The third is innovation governance as market plays a decisive role. Innovation governance is an important aspect of national innovation governance system and governance capacity modernization, and innovation management system is the fundamental institutional guarantee to achieve innovation governance. Multiple governance is the basic mode of urban innovation governance in global technology innovation center. For Shanghai, to improve the system of innovation governance, we should clear the positioning and interface of government, and identify the starting point for government involved in the innovation governance.关键词
