The Mining Right Management and Reform in Anhui Province

Abstract
Efforts have been made to strengthen the management of mining rights in Anhui province. These efforts include gradually optimizing layout of mining rights, promoting the development of mining right market, actively guiding superior resources gathered in superior enterprises, constantly ifnding out the right reform way related to examination and approval system for mining rights, and actively providing service for mining right holders. However, there are some problems that they face in the process of this work. For example, they only attach a high level of priority to certiifcation, no effective measures to supervise and control the mining right. The business for mining rights registration by departments responsible for land and resources management at various levels is imbalance. Both the work of integrating resources and the rectiifcation for default of fees payment by part of the large and medium-sized mines are becoming increasingly challenging. This paper offers the next step for reform. These include: handling with the relations between mining and the development of ecological civilization, changing the way for collecting price (royalty), stepping up efforts to reform the system for mining right and to strengthen post- approval oversight over mining rights, and accelerating the pace of modifying laws and regulations.关键词
