Government Risks of Competitive Transfer of Exploration Rights and Its Prevention
摘要
Abstract
Competitive transfer of exploration rights is governed by a complex standard system. As the constitutors and executors of standards are always offside and vacant, and the standards are inconsistent and uncertain, multiple government risks may emerge when the exploration rights are transferred competitively. The effective measure to prevent the risks is to govern the transfer strictly according to laws, which respect the rules of geological exploration, market economy and the technical requirements of legislation.关键词
