Abstract

Jiaxing City is one of the pilot cities in China to carry out the market-oriented reform of industrial land use, in which it emphasize the acre yield, the intensive land use and the service environment as the guidance. Through the implementation of "incremental optimization, improving stock quality, perfect matching mechanism" as three effective ways, efforts to enhance the level of industrial land allocation has achieved initial results. However, with the deepening of the reform, we have encountered several deep-level problems, such as a lack of consensus reform, the rewards and punishments mechanism is imperfect, the development of the secondary land market is slow, limited efifciency on supervision and management. We proposed some suggestions to perfect the mechanism of land resource allocation and strengthen the system innovation in Jiaxing city, by improving the consensus of reform, improving the mechanism of "increment leveraging stock", promoting the trans-regional factor trading mechanism and setting up the three-dimensional supervision network.
