New Ideas on Construction of High Standard Basic Farmland in Guizhou-Thinking on Small Watershed as Basic Construction Unit

Abstract
In recent years, the construction of high-standard basic farmland in Guizhou Province has achieved good results under the background of national high-standard basic farmland construction, but there’re also some problems, especially taking the division of the construction unit according to administrative boundaries and cultivated land area, which leading to the weakness as follows: the construction of the objectives of the system, the integrity of construction planning and construction of the comprehensive content is poor, the lack of comprehensive project effectiveness of the construction unit, the effect is dififcult to achieve expectations. In view of this, combined with the actual situation in Guizhou, we put forward a new idea that the basic farmland construction in Guizhou should be carried out with the small watershed as the basic construction unit, also we expound the relevant theoretical basis, and adopt the new thinking to carry out the construction of high standard basic farmland. In this paper, we analyze the feasibility and the direction of high standard basic farmland construction in Guizhou Province under the new idea.关键词
