Evaluation on the sustainable operation capability of New Rural Cooperative Medical Scheme in Hubei Province

Abstract
Objective:To analyze the sustainable operation capability of the fund of New Rural Cooperative Medical Scheme(NRCMS)in Hubei Province and provide reference for Hubei Province medical insurance policymaker. Methods:The methods including correlation coefficient,coefficient of variation and factor analysis were applied to screen indexes and establish the evaluation index system according to the operating data of NRCMS in Hubei Province from 2012 to 2014. Then the catastrophe progression method was applied to analyze data.Results:The fund of NRCMS had a more and more sustainable operation capability in Hubei Province,but payment support capability showed a downward trend. In 2014,Ezhou City ranked first and Enshi Prefecture ranked the last place in the sustainable capability of NRCMS. Conclusion:The fund of NRCMS had a sustainable operation capability in Hubei Province as a whole,but there are many internal differences. It is suggested that different measures be taken according to different situations.关键词
