供给侧改革中的湖北粮食发展思考
Examination of grain development with the supply-side reform in Hubei Province

Abstract
After twelve years’ continuous growth of grain output in Hubei and under the influence of national trend of “simultaneous increases of production, import and storage”, grain production in Hubei Province needs supply-side reform. Current problems of grain production in Hubei Province include low comparative benefits, unbalanced structure of supply and demand, and the high storage pressure and occupation of funds. According to the principles of destocking, ensuring productivity and improving quality and efficiency, this paper suggests to adopt the following strategies: 1) to adjust grain production structure, to encourage technology innovation and soil quality upgradation to realize storage grain in technology and in soil; and 2) to implement institutional reforms for grain to increase production efficiency and to reduce production cost. This paper also answers the question that why we should and how to carry out the supply-side reform.关键词
