Abstract

Under frequency load shedding (UFLS) as the last defense of the power system to maintain its stability is of great significance, especially for the current development of large-scale interconnected power system. Thermostatically controlled appliances (TCAs), with the advantage of rapid responses and relatively wide controlled range, become good resource for demand response. In this paper, domestic water heaters were used as frequency regulation resource which have a wider deadband compared with other typical types of TCAs like heat pumps and air conditions. In this paper, a queuing-controlled strategy with lock-on and off constrains were proposed for controlling the aggregated thermostatically controlled loads consisting of water heaters (ATL-WH). The use of queuing-controlled strategy makes TCAs provide frequency regulation auxiliary service for the normal operating of power system. The thermal dynamic process of water heater and the formation of ATL-WH were first discussed. Based on the model established, a series of strategies were proposed including load shedding calculating, top layer optimization and improved TPL strategy with lock-on and off constrains. Finally, typical cases were given to illustrate the frequency regulation effects and the influences of two characteristic parameters like forecast precisions and lock time limits. Reasonable targets were generated based on various consideration from top layeroptimization module. The results show that with the model and strategies proposed, ATL-WH has a good frequency regulation performance.
