The Replacement of Officials in Power,Uncertainty and Utilizations of Foreign Capital

Abstract
The utilization of foreign capital plays an important role in promoting the regional economic development,restricted by the local governments and their officials in power.Using the provincial level data,this paper investigates the effects of the uncertainty caused by the turnover of provincial officials in power (the provincial party secretary and the governor) on the level of the utilization of foreign capital.Specifically,from the perspective of the replacement of officials,this paper explores how the changing local government and officials in power affect the utilization of foreign capital and its mechanism.The results indicates that compared with the non-changing years,the uncertainty due to the change of officials in the changing years significantly decreases the level of utilizing foreign capital in the region.And in comparison with solely-funded type,the levels of the utilization of foreign capital for the joint ventures and cooperatives are more negatively affected by the uncertainty.关键词
