摘要
Abstract
The impact of the social background to science policy is examined.Social background is divided into four categories from the perspective of social constructivism, which are, political background, economic background, cultural background, and civil background.Combined with "Several Opinions on Strengthen Science and Technology Popularization", the four types of background are analyzed.It is considered that, the formulation and introduction of popular science policies are largely subject to the needs of the state and the government, and should be closely centered on the political and economic life of the country.Putting policy in a large social context is a deeper analysis of the reasons for policy making and policy implications.关键词
