Policy Impact of Carbon Reduction Incentives for Existing Public Buildings

Abstract
Public buildings with high energy consumption, high emission and a single property determines the characteristics of such enormous potential to reduce carbon emissions and building a viable operation, choose their implementation of carbon emissions trading scheme as a pilot objects can be more efficient in promoting the development of low-carbon city. This paper presents the existing public buildings carbon emissions trading schemes from the perspective of economic governance. The system dynamics method is used to establish the carbon emission reduction incentive policy model of public buildings, and to simulate the carbon emissions and carbon trading volume under the carbon emission trading mechanism. The results show that: the carbon trading mechanism can effectively promote public buildings carbon reduction; with increasing excitation intensity of carbon emissions, carbon emissions, carbon trading and carbon debt will gradually decrease and eventually stabilize at a certain level; the basic performance of two kinds of subsidies subsidies and incentives, the former reduction in return rate, transaction rate and enhance the owners of debt rate significantly greater than the latter.关键词
