Abstract

Industrial park is an important synergic unit of economic and environmental benefits,and a key carbon emission source as well,which plays a key role in realizing national and regional low-carbon strategy with its transformation and development.The carbon accounting methodology,as the basic of effective carbon mitigation strategy,may affect the carbon emission evaluation of industrial parks.Explicit target,result characterization and accounting scopes are required for carbon accounting of industrial park.This paper first clarifies the target-accounting objects,distinguishing two types of representatives,i.e.,carbon emission amount and carbon emission equivalent,and found that carbon emission amount can identify energy structure while carbon emission equivalent can quantify the industrial process and environmental effects.Meanwhile,three scopes of carbon accounting are analyzed in perspective of value chain to reveal the direct emissions within industrial park and indirect emissions coming from upstream and downstream enterprises.Then,three typical carbon accounting methods (inventory analysis,input-output analysis and ecological network analysis) are analyzed according to the emission activities and sectoral linkages,and two types of carbon accounting modes,i.e.,flow analysis and structural analysis,are further identified.Flow analysis is focused on the quantity of carbon emissions occurring inside industrial park or from upstream and downstream industrial chains,while structural analysis is concentrated on the organization of sectors of the industrial pa rk and relevant value chains form perspectives of input-output or network.The results show that inventory analysis reveals the emission flux from bottom-up perspective,input-output analysis indicates the direct and indirect fluxes and parallel structure of emission units from top-down perspectives,while ecological network analysis reflects both flux and linkage structure of emission units from hybrid network perspectives.Finally,a draft framework of the carbon accounting method for industrial park is proposed to improve the emission factor estimation,modify the accounting modes,and set up dynamic prediction models for carbon emission amount and structural forecasting,thus realizing the low-carbon development of industrial parks.
