汕头地区基层医疗机构实施国家基本药物制度的现状调查
Investigation on Implementation of National Essential Medicine System in Primary Health Care Institutions of Shantou Region

Abstract
OBJECTIVE:To investigate the implementation situation of national essential medicine system ( NEMS ) in primary health care institutions ( PHCI) , so as to provide reference for the effective implementation of NEMS .METHODS:The implementation situation of NEMS in six PHCI of Shantou were investigated by live interview , questionnaire survey and computer retrieval from 2011 to 2015.RESULTS:60.63%(174/287) of the medical staffs clearly knew the implementation situation of NEMS, while the data in patients were 17.24%(152/882).During the 5 years, the total medical expenses increased from 54.7764 millions to 83.5012 millions, and the consumption sum increased from 28.7412 millions to 38.1366 millions, both of which were in an increasing trend;yet the possession rate of essential drugs was decreased .The number of inpatient and outpatient cases , consumption sum of per capita were in a increasing trend .The medicine finances subsidy was difficult to obtain in time in all PHCI .CONCLUSIONS:It is convenient for patients of basic community to a certain extent through implementing NEMS , and decreased their expenditure , but in order to exert effect of NEMS , it needs perfect legislation to guarantee the smooth implementation of NEMS .关键词
