Financial Fund Allocation Model and Implementation Mechanism Aiming at Air Environmental Quality Improvement
摘要
Abstract
Improving air environmental quality is the most important task of the environmental protection work in the 13th Five-year plan period,and how to make a full use of the guidance and incentive functions of financial funds in local air environmental quality improvement is one of the key issues.In this paper,a financial incentive fund allocation model and implementation mechanism aiming at air environmental quality improvement in China is put forward.PM2.5 monitoring data at municipal level from 2014 to 2015 is taken for case analysis.The results show that the proposed financial fund allocation model and implementation mechanism is scientific and operable and therefore can be used for technical supports for establishing the financial allocation mechanism oriented by air quality improvement.关键词
