省级环境保护规划引入第三方评估的分析及建议

Abstract
It is necessary to introduce the third-party evaluation into the assessment of the implementation status of provincial environmental protection planning,with aims at further improving the public transparency and enhancing the technical level of provincial environmental protection planning evaluation as well as enriching its technical methods.On the basis of analyzing the advantages and disadvantages of the third-party evaluation and the potential problems in practical operation,several suggestions are proposed,including comprehensive consolidation of the systematic construction of the third-party evaluation system,establishment of paradigm contracts of the third-party evaluation tasks and relevant technical standards,specification of the responsibilities and rights of the evaluated institution and personnel during the assessment,and enhancement of the professional study and research by relevant organizations and institutions participating in the provincial environmental protection planning evaluation to improve their technical evaluation level.关键词
