Construction of Public Service Purchase System and Reform of Public Institutions
摘要
Abstract
The public service system,including science,education,culture and public health,are the foundation and guarantee of social and economic development.Traditionally,the supply is guaranteed by public institutions established by the government,which lacks diversity and efficiency,while the public service purchase system provides a new model for the public service supply,which is the future scenario of China's public service system.The construction of the public service purchase system and reform of public institutions are a mutually influencing and promoting process.The construction of the public service purchase system also promotes the reform of public institutions.In order to suit the new situations of present China and to provide high-quality public services,it is becoming an increasingly urgent task to speed up the transformation of public institutions,and accelerate the construction of the public service purchase system.This paper studies the qualification and responsibility of each participant of the public service purchase system,and the relationship among them,and how to cultivate qualified participants.Then it analyzes the interaction between the construction of the public service purchase system and reform of public institutions,proposing a reform path for the construction of China's public service purchase system.关键词
