Abstract
Public private partnership (PPP),an important approach to expedite the building of public infrastructure facilities,is high on the governmental policy agenda.This paper reviews the characteristics of public utilities and franchises,and examines the pursuits of the specially granted franchises both from the perspectives of market failures and public failures.Moreover,a case from Macao fixed telecommunications service is discussed,in search for more effective ways to ensure public value and social justice.关键词
