摘要
Abstract
Based on the field research of N Town, A City, taking new rural cooperative medical care policy execution as an example, it studies the public policy executive ability of the local government.There exist some problems like poor, distorted and low efficient execution.Causes include the self-interest tendency of the local government in policy execution, unsound institution settings of the policy execution body and the biased value judgment of public policies by policy target groups.Therefore, in order to enhance the public policy executive ability of the local government, it is necessary to integrate the central and local interest claims, perfect the design of public policies, establish professional policy execution institutions, promote the policy recognition degree of policy target groups and enhance the integration competence of the local government.关键词
