Abstract
Haze, known as a complex air pollution with its comprehensive chemical composition and affecting a massive population, has become China's most pressing problem.Uncertain global climate change poses one of the greatest threats to mankind because of its potential risks.In China, a country highly dependent on fossil fuels, especially coal, the "two problems" are essentially homologous and interact with each other, with indivisible unity.It requires a transformation of governance policy to ensure that people's lives and health are at the core, to combine the control of air pollution and climate change, to achieve cost savings and efficiency, and to avoid trade-offs.At the same time, the state should strive to get rid of lack of social response and difficulties in policy implementation, as well as actively face the voices of different social subjects and various forms of participation by stimulating social forces, cross-border cooperation to achieve the consensus resonance and co-governance of the whole society.关键词
