On Transformation of U.S.Nuclear Safety Regulation Mode and Its Implications

摘要
Abstract
U.S.nuclear regulation mode remains a role model followed by many countries.Before the Three Mile Island nuclear accident, US used to adopt a nuclear mode based on deterministic theory and required the nuclear companies to take measures of Defense in Depth to ensure nuclear safety.However, the deficiencies of the mode were obvious for its dependence on subjective judgments and over-reliance on technical reliability while ignoring human factors.After the accident, US advocated a new mode based on Probabilistic Risk theory and required nuclear companies to take full account of technical reliability and human factors to improve nuclear safety,and adopted risk-informed way for safety regulation, optimizing resource allocation and enhancing regulatory flexibility.China should follow the example and promote a transition to the mode based on Probabilistic Risk Theory through establishing risk conception and risk evaluation mechanisms in Nuclear Safety Act.关键词
