WTO框架下粮食价格保险政策归属及其改进
Analysis of China's crop target price insurance policy under WTO box classiifcation rules

Abstract
Adopting crop target price insurance to address the financial pressure, trade distortion and other related issues becomes one of the focused topics of the Government and scholars in China. Taking Qingyang Farm in Yanshou, Heilongjiang Province as an example, this paper examined the pilot policies of the crop target price insurance and also analyzed the clauses of the crop target price insurance of Qingyang Farm. Results show that the clauses of the crop target price insurance in Qingyang Farm cover the yield lfuctuation risk only, which should be classiifed as the "amber box" policy according to the WTO rules. Comparing the crop target price insurance of Qingyang Farm and the crop target price insurance in Changzhou City, Jiangsu Province, which is actually the revenue insurance, this paper suggests to revise the crop target price insurance policy to revenue insurance, which can be classiifed as the "green box" policy, to diversify the risks and to maintain stable farmers' income. This revision can also effectively alleviate the pressure of exceeding the allowed support total under WTO "amber box" commitment. Speciifc policy measures include: 1) to establish regional revenue insurance system that covers grain price and yield risks; 2) to establish revenue protection scheme with revenue insurance and target crop price policy; and 3) to determine grain target and base prices used in revenue insurance based on futures contract prices revealed by the futures markets.关键词
