Quantitative Research of Internet Public Opinion Policy Documents: 2009-2016

Abstract
[Purpose/Significance]Policies toward Internet public opinion have become indispensable tools for institutionalizing government's actions toward Internet public opinion governance and governance efficiency improvement.This study tries to discuss the tactics and strategy of government's Internet public opinion governance by analyzing the related policy documents.[Method/Process] The study collected 215 policy documents through searching specific key words via both Baidu and Google and used content analysis and specific software to analyze the data.[Result/Conclusion]The results showed that: government organizations started to enact policy documents in 2009, and experienced the sudden explosion in 2012;most policy documents did not define the concept of Internet public opinion;most of them were enacted by county government and municipal government;most documents are notifications and regulations;the most frequently mentioned policy themes are "disposition", "management" and "coping";controlling Internet public opinion and maintaining social harmony are the key points, but some has recognized the positive dimension of Internet public opinion;most documents did not formulate the time of responding to the Internet public opinion;regarding work principles, the documents emphasized timeliness and responsibility;for working mechanisms, the documents focused on human resource, responsibility, disposition, and leadership, but ignored the reward and funds.关键词
