Abstract

In order to evaluate the modernization level of regional water resources management, an evaluation index system was established from five aspects, including water resources guarantee, water utilization efficiency, water resources protection, public management ability of water resources, and supporting capacity of water resources. The fuzzy analytic hierarchy process ( FAHP) and entropy method were used to determine the weights of indices. An evaluation model of water resources management modernization was constructed based on the matter element theory. Using the Gaochun District of Nanjing City as an example, the results show that the water resources management in the Gaochun District was in the preliminary modernization stage, which is consistent with the actual situation and verifies the feasibility and effectiveness of the established evaluation model.
