生态文明建设的关键因素识别
Identification of key factors of ecological civilization construction
摘要
Abstract
The construction of ecological civilization is the choice of building a well-off society in an all-round way, and the revival of the Chinese nation to realize the dream of China.To improve the level of ecological civilization construction, the key factors of it should be analyzed and identified.From consciousness of ecological civilization,system of ecological civilization and ecological civilization behavior,this paper selects the national 31 provinces` environmental protection data from the year of 2012 to 2014 to establish index system of influence factors of ecological civilization construction.It uses BP neural network to reduce the subjectivity when experts make score to establish the correlation matrix in the use of DEMATEL method, and combines with Swing Weight (SW) method to compute comprehensive importance.In the end,this paper selects the key factors for three years of the construction of ecological civilization.Among them, the key factors of the recent 2014 year calculated in accordance with the degree of importance in order are: the use of the total amount of funds for the construction of environmental protection capacity,the amount of money paid in the amount of the sewage,vehicle emissions of particulates, the total number of site opens government environmental information and the number of environmental protection personnel.These factors are divided into three categories according to the basic connotation of ecological civilization.It concludes that although ecological consciousness does not play a decisive role, but it can strengthen the thought and idea of the construction of ecological civilization in the whole society.Therefore,the proportion of ecological civilization consciousness decreases at first and then increases, which needs to be improved continually.With the development of ecological civilization construction theory and practice of rich experience, we gradually aware of the mature system design,and a clear system of norms are the fundamental.Therefore, the proportion of the system of ecological civilization in the key factors is higher and higher.Ecological civilization behavior,as a form of expression,is affected by the other two aspects.Therefore, the proportion of ecological civilization has declined.In view of the research on ecological civilization consciousness,the authors puts forward sggestions on helping and encouraging the environmental protection departments at all levels to carry out information disclosure work.In view of the research on system of ecological civilization,the authors puts forward several measures to strengthen the supervision of the environmental capacity-building funds, to play a real role in the sewage charges, to enhance the ability of literacy of the staff of the environmental protection system and exploring new ideas.In view of the research on ecological civilization behavior,the authors suggests that we should use car,oil, road and other various measures to control vehicle exhaust emission.关键词
