Abstract
The impartial and open power dispatching requires that all the thermal power units should have the same annual plan completion rate.In order to meet the requirements, an impartial and open dispatching evaluation system considering the impact of the failure rate and the market transactions was established, which integrated the indexes of the limit of the thermal power unit output and the unplanned outage time.By applying the system, the requirements of the power market tradings like large users direct purchase and the power generating right for scheduling plan can be met.Finally, the development and application of the system was introduced.关键词
