Abstract
Comprehensive plans need to be adaptable to the spatial regulative requirements in the transition period,assume roles of strategy guidance and rigid control of urban-rural spatial resources and integrate the condiserations from planning,construction and management perspectives.Shanghai's urban development is entering the era of redevelopment.The latest round of comprehensive planning exercise aims to lead the functional upgrading of the urban area,help the city adapt to the transformative environment and explore the system of planning output suitable for Shanghai's reality.This article analyses the environment and challenges that Shanghai 2040 faces and rethinks the limitation of traditional comprehensive plans.To facilitate the transformation of spatial development and urban management model,the paper discusses the roles of comprehensive plans,content of output,urban managerial system and the format of planning output.关键词
