环境监测服务社会化的政策文本研究
Policy Texts Research of Environmental Monitoring Service Socialization
摘要
Abstract
Taking service socialization policies of environmental monitoring from 29 samples,this paper did a quantitative analysis of policy texts on four indexes:market access,monitoring domain,operation management,supervision and sanction.According to this research,rules and regulations of few cities and provinces were quite innovative,and further regulated the social environmental monitoring service market that had once been disordered.However,service socialization policies of environmental monitoring from most provinces and cities still had a series of problems,including severe market access conditions,the yet-to-be-opened monitoring domain,rigid operation management system and undiversified means of supervision and sanction.Thus,possible measures should be taken to address the above mentioned problems-liberalizing market access conditions,opening monitoring domain gradually,building a diversified management system and optimizing the supervision and sanction system.关键词
