临沂市农村集体建设用地流转成效探析
Effect of Rural Collective Construction Land Transfer in Linyi City

Abstract
Accompanying with rapid development of economy, the state-owned land for construction is becoming less and less.At the same time, the land for collective construction has been largely left unused through the decline of the township enterprises in the end of the 1990s.Therefore, the establishment of a standardized land market for rural collective construction to guide the collective construction of the land legitimately and orderly is an important measure to stimulate the economic vitality of rural areas and to ease the tension of the state-owned construction land.Since 2003, the rural collective construction land transferring has been piloted in Linyi City, and achievements have been made in the long-term practice.By the end of 2013, Linyi had transferred rural collective construction land with the square of 1425.17hm2, and gained the tranformation benefit of 19827.01 ten thousand yuan.But a series of problems also appeared.The legal system lags behind the actual demand of land circulation, "hidden" and non-standard transfer lead to hidden dangers due to the lack of marketing operation, the slow pace of land ownership restricted the circulation progress of the collective construction land, land circulation is more dispersed and is difficult to produce scale effect, and income distribution is also a major controversy.In order to solve the above-mentioned problems, combining with actual situation of Linyi city and agricultural land market reform in China, a series of measures have been put forward to promote the transfer of rural collective construction land.关键词
