Dynamic Yardstick Evaluation Model for Informatization Assessment of Provincially and Locally Integrated Electricity Utility Information Monitoring Platform

Abstract
An evaluation index system is established for describing the informatization capability of provincial and local integrated information and communication center for a monitoring platform from five aspects, including infrastructure, supporting platform, dynamic environment system, security and investment ability.A yardstick competition model based on data envelopment analysis combined with fuzzy analytical hierarchy process (FAHP) and the cluster analysis method is proposed to develop the static evaluation model.By using FAHP and the cluster analysis method, the weights for evaluating indices given by experts can be confirmed.The data envelopment analysis (DEA) method is used to gain the index of assessment criteria.The overall relative index is derived by using the FAHP.By aggregating the static evaluation model at each time section according to the time ordered weighting vector as calculated by the time ordered information entropy, the comprehensive evaluation model of monitoring platform informatization capability is developed.By taking the provincially and locally integrated electricity utility information monitoring platform of the provincial power company as the research object, multi-class information monitoring data from 2010 to 2015 are analyzed using the comprehensive evaluation method.This covers the current situation and tendency of the informationalized level of the electricity utility information monitoring platform.关键词
