基于成功度的公私合作项目绩效评价研究
Success-analysis Based Performance Evaluation of PPP Projects
摘要
Abstract
This paper builds a gradient model to assess PPP project's performance using the success analysis approach.An ecological textile PPP project in Zhejiang is used as a case to illustrate the model.Results show that this model can effectively solve the difficulty of quantifying the fuzzy evaluation index,and manifests great practicability in the complex dynamic evaluation of PPP projects.The paper finally proposes that setting up an independent third party as evaluation institution,providing allround supervision over the whole process of PPP project and establishing unified industry index system for PPP project are essential to improve the performance management of PPP projects.关键词
