基于CVM的长江流域居民水资源利用受偿意愿调查分析
Residents' willingness to accept ecological compensation of water use of the Yangtze River based on CVM method

Abstract
At present,the domestic research on river basin ecological compensation mostly focused on willingness to pay,ignoring the willingness to accept.In order to study the repayment of their willingness to accept,we analyze residents' cognition of ecological compensation and willingness to accept in Yangtze River basin based on field investigation,and conduct an empirical analysis on residents' willingness to accept with Logit model and regression analysis method.The study indicates that residents' willingness to accept is mainly affected by the culture level,occupation and cognition of ecological compensation.Specifically,the higher the level of education,the more interest in the compensation standards residents has shown;occupation factors have a very important impact on the compensation subject selection,calculation of cash compensation,and non-cash compensation choice,the understanding of ecological compensation has an impact on the above four aspects;on the choice of compensation subject,the will of residents to choose the local government is stronger than the will to choose the state;on the selection of compensation standards,relatively independent assessment or supervision agencies and enterprises are better than the state;on the basis of cash compensation,calculating that refer to the degree of impact is better than the cultivated land area calculated;on the non-cash compensation,preferential policies are superior to other non-cash compensation forms.Based on the research conclusion,combined with the characteristics of the Yangtze River Basin we put forward six suggestions,in order to achieve the harmonious use of water resources and sustainable development,including:enhancing the environmental awareness and ecological compensation awareness of the residents in Yangtze River Basin,so that residents would learn to maintain the rights and interests of their own ecological resources;establishing a decision-making mechanism that multi-subject participate in the whole river basin and improving the validity of watershed eco-compensation decision;scientifically coordinating the relationship between government and market,to ensure the market play a basic role;implementing diversification ecological compensation work in the whole river basin,realizing the systematic effect of river basin ecological compensation;promoting the coordinated development of natural water resource system and social system;strengthening guarantee of the whole river basin residents' development right,establishing ecological compensation mechanism for water resource use in the whole basin.关键词
