团体标准制定主体的法律地位之思考
Research on the Group Standards Developers

Abstract
This paper analyzes the general requirements for group standards developers on the global scale based on the different definitions of the subjects who can develop group standards in the Plan for Deepening Standardization Reforms and Standardization Law of People's Republic of China (Revised Draft); points out that China's group standards developers should also be legal persons according to the requirements of civil subject responsibility in the General Principles of Civil Law; studies the requirements on social group management of the Ministry of Civil Affairs, analyzes the legal status of domestic and foreign alliances, draws the conclusion that in addition to social groups, foundations and private non-enterprise should also be included as group standards developers.关键词
