三大粮食功能区社会经济发展水平评价及其差异分析 ——基于粮食主产区利益补偿视角
The evaluation of the social economic development and the gap analysis of the three grain functional areas: From the perspective of benefit compensation in major grain producing areas

Abstract
Coordinated reginal development is one of the important goals and ideas in the 13th Five-year Plan in China, in which the coordinated development among the grain producing areas, the grain distribution areas, and the grain balancing areas is a key component for achieving the objectives of the overall coordinated regional development and food security. Based on the data of three grain functional areas from 2004 to 2013, and applying the entropy, variation coefficient, and expert scoring methods, this paper developed a comprehensive evaluating index system and empirically assessed the social economic development of the three grain functional areas. Results show that the social economic development of the three grain functional areas shows a continuous upward trend with some exceptions in few years. The grain distribution areas rank the first in the social economic development among the three grain functional areas, following by the grain producing area and the grain balancing area. Great inter-regional difference and internal imbalance exist simultaneously among the three grain functional areas. Therefore, this paper provides the following suggestions: establishing grain compensation fund system and its operating model in the grain producing areas and encouraging cultivated land users to enhance the comprehensive grain production capacity by improving soil quality and adjusting crop structure.关键词
