Abstract
Several Opinions on Deepening Oil and Gas System Reform (shorten as Opinions) was issued in May 2017,and it has led a new round of oil and gas industry reform in China.Oil and gas market access is a focus of this reform,which will be of profound significance to China's giant state-owned petroleum and petrochemical enterprises.In this paper,the current status and main problems in respect of market access in each link of the oil and gas industry chain were analyzed.Then,the effects of the Opinions on such giant enterprises were discussed from four aspects,i.e.,oil and gas exploration and development,natural gas and pipeline,oil refining and wholesale/retail of oil products,and import/export of crude oil and oil products.Finally,it was recommended that large state-owned petroleum and petrochemical enterprises should implement the Opinions according to the following principles and suggestions.First,in terms of oil and gas exploration and development,those enterprises should make efforts to improve oil and gas exploration and production systems,dissect and adjust their internal business,and complete the construction of internal support according to national requirements.Second,in terms of natural gas and pipeline,they should take an active part in and promote the jobs related to industry laws,access mechanisms,and provincial pipeline network reforms,and carry out infrastructure construction well.Third,in terms of oil refining and wholesale/retail of oil products,they should optimize the layout,increase the efficiency,establish new marketing models and strengthen brand promotion.And fourth,in terms of import/export of crude oil and oil products,they should strengthen the study on dynamic management mechanism,cooperation between enterprises,platforms and markets.关键词
