天津畜牧业粪污治理的实践、困境与对策
Study on the Practice, Difficulties and Countermeasures of the Management of Livestock Manure in Tianjin

Abstract
In order to speed up of waste treatment process of the animal husbandry,improve governance effectiveness in Tianjin,In this paper,we investigated the situation of livestock manure treatment in Tianjin by means of questionnaires and field visits.The dilemma of livestock manure treatment is as follows:Scale farms is near residential areas,land with absorptive capacity is lack.More livestock and poultry farming community made manure treatment difficult.Scattered households are not included in the manure treatment works,but scattered households' mode will not disappear in the short term.Manure treatment is the focus of governance,combination of planting and breeding is loose,resource utilization capacity of manure is low.In order to solve the above difficulties,this paper puts forward some countermeasures and suggestions on the pollution control of animal husbandry in Tianjin.Regional concept should be broken,some livestock and poultry selected gradually move out;Livestock and poultry breeding should match the environmental capacity,supporting combination of planting and breeding agricultural and circular development;Encourage large-scale farms to establish organic fertilizer plant and develop industrial integration;Raising the production level of animal husbandry,highlighting the role of ecological function in the development of modern animal husbandry in Tianjin;Speeding up the transformation process of breeding area to pasture,implementing measures to local conditions for the scattered households' mode.This study has important practical significance for promoting the transformation of animal husbandry development mode,improving the ecological environment,building a new countryside and beautiful countryside in Tianjin.关键词
