Abstract
Shanghai,as a super-large city,has entered the post-industrial stage,in which its development is constrainted by resource and environmental limit and a transformation of development model is called for.Urban master plan is a typeof public policy and plays an important role in leading the transformation of urban development.This paper analyzes existing problems in the master planning practice and evaluates previous master plans of Shanghai,especially the one in current use.It is pointed out that the current version is deficient in coping with economic and social uncertainties of contemporary period despite the critical roles it played in Shanghai's urban development.In addition,current plan lacks an articulation of strategies to achieve the planning objectives,therefore,there is an urgent need to fill this gap by the new round of planning exercise.This paper introduces the practice and exploration of the new round of urban master planning in Shanghai,covering topics on value judgement,way of thinking,logical framework,planning vision,forms of output,organizational structure and implementation strategies.关键词
