Abstract
In order to effectively ensure the implementation of the master plan and the realization of the strategic objectives,Shanghai's new master plan adopts a goal-oriented and practice-led index system within a logical framework of target (indicator)-strategy-implementation-mechanism.On the basis of a summary of weaknesses of practice in China and experiences overseas,this paper establishes an indicator index containing key performance indicators,physical performance indicators and system performance indicators.The paper then selects 29 key performance indicators,which bridge objectives the planning strategies,as an innovative exploration of master planning.关键词
