Abstract
Urban planning has increasingly acquired a public policy attribute.The paper analyzes the effectiveness and challenges of Shanghai's new round of comprehensive plan by examining the subject,the object and the environment of public policy implementation and insisting on problem orientation,goal orientation and demand orientation.It incorporates the new deployment orientations of Chinese cities identified by the Party and the State,new experiences of master plan implementation of Chinese and foreign cities/metropolitan regions,and new implementation requirements of Shanghai Master Plan (2016-2040).The paper also proposes implementations strategies in terms of refining the planning system,improving the management system and mechanism,strengthening the rules of policies and regulations,deepening public participation,and safeguarding the authority of plans.关键词
