关于中国国际海底区域矿区采矿的思考

摘要
Abstract
This paper combined the status of international deep sea mining and the existing inter-national seabed mining areas in China,and then analyzed 4 main problems of China's international seabed mining region:1)lack of legal basis;2)lack of mining resources assessment and"Region"abandon;3)the deep-sea mining technology is lagging behind;4)marine environmental impact assessment is still inadequate and so on.Base on this situation,4 suggestions were proposed in this paper,such as:1)to cooperate with the International Seabed Authority and to make an contribu-tion in the formulation of regulations on mineral resources exploitations in "Region";2)to accel-erate the exploration of China's International Seabed Areas,and complete the assessment of min-eral resources and "Regional"abandon as soon as possible;3)to follow the international deep-sea mining industry progress and accelerate to build the China's deep-sea mining system and trial test;4)to continue to increase the study of the impact of deep-sea mining on the marine environ-ment,and formation of deep-sea mining environmental impact prediction and evaluation of techni-cal guidelines.关键词
