Abstract
Comprehensive planning of mega-cities is now facing the plight of planning and implementation. 'Shanghai 2040' is the first to explore the reform of 'district guidelines', framing control system from district dimension and conducting core regulation to ensure the operability and enforceability of comprehensive plan. Traditional district guidelines are often lack of practical effects. In new era, it should be the policy document for the implementation, the technical guidelines for planning and the negotiation platform of planning system, which includes strategies such as 'task book', 'administrative area', 'rigid control', 'one sentence, one table, one diagram'and 'dynamic negotiation'.关键词
