美国联邦政府与加州机动车排放监管工作比对分析
Comparative Analysis of Automobile Emission Regulation between U.S. Federal Government and California's Executive Department

Abstract
In recent years, with the recalls caused by emission defects growing rapidly, improvement of automobile emission regulation is gaining much more attention from the governments all over the world. As the pioneer of legislation for automobile emission regulation and defective product recall system, U.S. has already established a complete and specific mode of automobile emission regulation——a parallel regulation mode for U.S. federal government and California's executive department together. It is significant to figure out the similarities and differences of emission regulations between U.S. federal government and California's executive department in order to build up our own automobile emission recall regulation system. This paper makes a comparative analysis between U.S. Federal government and California's executive department in terms of executive departments for automobile emission recall, legislation and standards of emission regulation as well as emission recall process.关键词
