高铁行车调度应急处置安全风险管理研究
A Study on Safety Management of High-speed Railway Train Dispatching Emergency

Abstract
Based on a real-world case study of high-speed railway train dispatching emergency control,the so-called"man-machine-environment-management" system structure of high-speed railway traffic dispatching is analyzed. In this study,a Work Breakdown Structure-Risk Breakdown Structure(WBS-RBS)risk detection method is developed to identify the risk sources in the emergency case of high-speed railway train dispatching. This paper evaluates the factors of man,machine, environment and management which are involved in the risk sources,and proposes the corresponding countermeasures for these risk factors. The results validate that the proposed WBS-RBS method can entirely identify the risk sources of high-speed railway traffic dispatching. Consequently, it provides a useful method for the safety risk assessment of high-speed railway traffic control, and lays the foundation stone for the prevention of the traffic risks.关键词
