摘要

Abstract

It is of critical to response to the Urban Storm Flood (USF) because of its characteristics of suddenness,complicated causes and serious disaster losses based on the characteristics and causes of the USF.The hydrological simulation,3S technologies integration,visualization simulation are used in the rapid response to the USF.Rapid response and emergency response are presented from the non-engineering measures,to reduce the flood disaster losses to the utmost extent.The new response mode,integrating scenario with projection,forecast,early warning and preplan is proposed.The projection model of the local USF is established using downscaled methods.The short-term forecast of USF is done coupling meteorological and hydrological information.The early-warning and preplan of the USF are presented using multi-source data fusion and visual simulation technologies,which improve the operability and believability of the response,to provide support for the rapid and scientific response.
