"互联网+PPP"模式下建设项目风险度预测
Risk Degree Prediction of Construction Projects Based on the "Internet +PPP" Mode
摘要
Abstract
The combination of the PPP project and the Internet has made the traditional PPP financing project develop into a new financing mode based on network platform. However,there are not still more studies about the risk analysis of construction projects based on the new "Internet + PPP" financing mode,and a perfect index system of risk assessment has not been built. Therefore,a risk degree study of the new financing mode is done. In details,a systematic index system of risk evaluation is built,which contains seven major factors and twenty-two subordinate elements. The improved CUOWGA operators are used to weight aggregation many times for each index,and get the final comprehensive risk measure value and the weight sorting of the main factors. The new method uses the fuzzy semantic quantitative operator and normalization of the decision matrix formula,and overcomes the defects of traditional methods that normally have strong subjective bias. Finally,in a real case,the risk degree of the case project is evaluated by using this new method,which givesa theory basis for the success of the case project.关键词
