Abstract
Public-Private-Partnership has great advantages in solving the problems of lacking infrastructure funding and operations management efficiency. But projects always fail because of indifference to risk assessment. A urban rail transit PPP project risk assessment model based on OWA-ER is established against to the gray and fuzzy features of urban rail transit PPP project risks. It uses OWA operator's ordering weighted technology to solve the problem of excessive empowerment deviation,and proposes using two-dimensional semantic to descript the accuracy of fuzzy reviews. Finally,it can avoid the impact of information redundancy and loss to evaluation result with ER integrating the evaluation information. The feasibility and scientificity of this evaluation method are verified by Qingdao Metro Line 1 PPP project risk assessment. It has a certain significance to similar project's risk assessment.关键词
