摘要
Abstract
At present ,there are disputes over land right in China's rural areas ,and land right confirmation is vital for modern agriculture development and peasants' rights and interests protection .As the implementer of land right confirmation policy ,grassroots carders fully participate in each phase of the implementation ,which helps them obtain the most direct subjective feeling and give objective evaluation .By introducing the Smith's model into the evaluation of the implementation of land right confirmation policy and from the perspective of grassroots carders ,this study analyzes the problems existing in the implementation ,and the analysis is made from four dimensions ,including idealized policy ,government implementing organs ,target group and policy environment .This study might be helpful for the implementation to achieve a positive development , in which government guides , grassroots implement ,the whole society supervises and peasants participate .关键词
