农民权益保护视角下的农业生态补偿制度研究
On Agricultural Ecological Compensation System under the Perspective of Peasants' Rights and Interests Protection
摘要
Abstract
Agricultural ecological compensation refers to the various forms of interest compensation that agricultural ecological beneficiaries pay or provide to agricultural ecological protectors ,for instance , cash ,agricultural technology ,agricultural infrastructure and so on .The compensation is to protect agricultural ecological environment and restore ecosystem's service function ,and peasants' rights and interests protection is one of its objectives .At present , China' s agricultural ecological compensation system is not paid enough attention ,and there exist some defects in compensation methods ,achievements transformation ,supervision system and so on ,so peasants' economic and environmental interests cannot be effectively protected .Government should learn from foreign countries' experience , adopt more connotative compensation methods , fully realize achievements transformation ,perfect supervision system ,completely protect peasants' rights and interests so as to develop agricultural ecological compensation in an all-around way .关键词
