Abstract
Leader Responsible System in governance of rivers and lakes began in 2007,which was invented by the Wuxi Government in Jiangsu province.After that,the governance problem of rivers and lakes in China has been solved in a way.It had been attached the great importance to the central and local government and became an important system of China's water environment man-agement.The bay is close to the river and lake which has the same management problems,as a system of the Bay Chief following on the River Governor System can be established to provide a new way to protect the bay resources,ecology and environment which has a certain practical sig-nificance.This paper put forward suggestions for the establishment of the Bay Chief System from the link between laws,regulations and program planning,the organization management mode de-signing,the implementation and inspection supervision of the target tasks,and the public partici-pation.(1)strengthening top-level designs from laws,regulations and planning.(2)improving the responsibility classification system and coordination mechanism,strengthening organizational management.(3 )detailing the division of tasks and assessment arrangements.(4 )including in-tomarine inspectors,urging local governments to implement.(5 )strengthening publicity and en-couraging public participation.关键词
