Abstract
Based on the investigations and the post-assessment results of a part of projects,the economic risks and their main influence factors of water transfer project are analyzed and evaluated in combination with the practices from the existing projects.The result shows that significant economic benefits,social benefits and eco-environmental benefits are obtained by most of the water transfer projects,especially those urban water transfer projects.A few projects occur certain economic risks,i.e.the water supply after the completion of the project is far below the design water supply capacity,and then the engineering benefit cannot be brought into full play,moreover,the water supply price is a little bit lower,thus make water supply enterprise operate under loss status and fall into financial distress.The main influence factors of the economic risks from water transfer project include the deviation between the actual water supply and the design water supply,the rationality of the project positioning,the water resources management level of the water-receiving region,the deviation between the water supply price and the water supply cost,etc.In order to avoid the risks,the water demand must be predicted and the water transfer scale must be determined reasonably during the planning and design phases,while the water resources management must be strengthened to ensure the water supply shares,the water supply cost must be calculated and the water price of the project must be made reasonably,the financial subsidies for the project with public welfare property must be proposed and the investment risk must be reduced as lower as possible through optimizing the project layout.关键词
